The Funding & Tenders Portal is the entry point (the Single Electronic Data Interchange Area) for participants and experts in funding programmes and tenders managed by the European Commission and other EU bodies.
The “Support for the health workforce planning and forecasting expert network” (SEPEN) joint tender was active in the field of European health workforce planning between 2017-2020. The action supported by the Health programme of the European Union aimed to establish an expert network on health workforce planning and forecasting.
The purpose of this joint tender was to sustain cross-country cooperation and provide support to Member States to increase their knowledge, improve their tools and succeed in achieving a higher effectiveness in health workforce planning processes and policy. It built on the results and work undertaken by the Joint Action on European Health Workforce Planning and Forecasting (EU JAHWF) with the aim to further contribute to health workforce planning and forecasting agenda in Europe.
The European Health and Digital Executive Agency (HaDEA) manages European programmes and initiatives on behalf of the European Commission.
It works closely together with its parent Directorate-Generals which are focused on legislative and strategic tasks in policy making. These are namely DG CNECT, DEFIS, GROW, RTD and SANTE which is the lead DG for the HaDEA.
The handbook on health workforce planning methodologies across EU countries contributes to achieving this aim by:
- analysing selected planning systems implemented in EU countries,
- describing a set of related good practices,
- presenting useful insights concerning critical points of the health workforce planning in order to provide information and advice on “minimum requirements” of a planning system.
This self-evaluation toolkit is a practical collection of tools addressing major topics in health workforce planning, adaptable for different country environment and facilitating the implementation of minimal steps to enable improvement.
The aim of the SEPEN mapping study was to provide a general overview, a detailed description and an updated summary of the health workforce planning systems and policies in the 27 EU Member States including the United Kingdom. The report provides 28 country fiches of national health policies and the health workforce of the Member States, including a summary of the health workforce planning systems, a list of health workforce policies in place, health workforce data and the top three major challenges for the future.
A primary health care approach can help countries equitably maximize the level and distribution of health and well-being by focusing on people’s needs and preferences (both as individuals and communities) as early as possible along the continuum of care – from health promotion and disease prevention to diagnosis, treatment, rehabilitation and palliative care – and as close as possible to people’s everyday environments.
